Konstantinos Kaparos

Mr Konstantinos Kaparos, currently Deputy Head of the General Directorate of Public Administrative Procedures of the Ministry of Interior, is a graduate of the National School of Public Administration and has more than two decades of experience in the Greek public administration sector, in the field of modernization, simplification, and digital transformation of citizen services in Greece.

Throughout his career, he has held several management positions within the Ministry of Interior and the Ministry of Digital Governance, with extensive responsibility for the organization and operation of Citizen Service Centers (KEP). Since 2020, he has served as Director of One-Stop Services, overseeing initiatives related to administrative simplification, digital public services, and citizen experience improvement.

He has coordinated major national projects funded through the Recovery and Resilience Facility and EEA and Norway Grants, including the modernization and digital transformation of the KEP network across Greece. He has also participated in numerous interministerial working groups and committees focused on public administration reform, CRM systems, administrative burden reduction, and citizen-centered service delivery.

In addition, he has significant teaching and training experience through the National Centre for Public Administration and Local Government (EKDDA/INEP), contributing to the development of educational material and training programs for public servants.

He has represented Greece in international conferences and high-level public governance forums (Thessaloniki International Fair, EEA GRANTS, OECD/SG-REFORM).
