Spyros Koureas

Dr. Spyridon Koureas serves as the Head of the Directorate of Civil Society Organizations and Non-Profit Entities at the Hellenic Ministry of Interior. He possesses an extensive 23-year professional career in public administration and the private sector, marked by high-level leadership and advisory roles.

From 2019 to 2024, he served as an Advisor to the Ministry of Health, playing a pivotal role in the management of the COVID-19 pandemic crisis and the implementation of healthcare reforms. His significant experience in the public sector also includes advisory positions at the Ministry of Development (Trade sector, 2004-2007) and the Ministry of Economy and Finance (2007-2009). Furthermore, he dedicated a decade of service to the Secondary Disciplinary Council of the Ministry of Interior.

Dr. Koureas began his professional journey in the private healthcare sector as an administrative executive at the Athens Medical Center (Psychiko Clinic, 1997-2003). He holds a PhD from the National and Kapodistrian University of Athens and a Master’s degree in Public Administration and Public Management from the University of West Attica. His long-standing expertise in public policy, governance, and state transformation positions him as a leading figure in the management of civil society organizations and institutional reform.
