Dr Artem Rybchenko serves as deputy minister for the development of communities and territories of Ukraine. Ηe oversees policy related to infrastructure recovery, regional development, public investment management, and international recovery co-operation. He also co-ordinates the work of the State Agency for Restoration and Infrastructure Development of Ukraine.
Prior to his current position, Dr Rybchenko served as Ambassador Extraordinary and Plenipotentiary of Ukraine, bringing extensive diplomatic and international co-operation experience to Ukraine’s recovery efforts.
He is actively involved in shaping Ukraine’s long-term recovery agenda, including the development of the infrastructure recovery strategy of Ukraine until 2030, with a focus on resilience, transparency, digital governance, energy security, and alignment with European standards.
Dr Rybchenko regularly represents Ukraine at international forums dedicated to reconstruction, infrastructure, investment, and regional co-operation, working closely with governments, international financial institutions, and development partners to advance sustainable recovery initiatives.
