Deputy minister for Recovery, Infrastructure and Transportation, Ukraine

Artem Rybchenko serves as deputy minister for Recovery, Infrastructure and Transportation of Ukraine. Ηe oversees policy related to infrastructure recovery, regional development and international recovery co-operation. He also co-ordinates the work of the State Agency for Restoration and Infrastructure Development of Ukraine.

Prior to his current position, he served as ambassador extraordinary and plenipotentiary of Ukraine to Switzerland and Lichtenstein, bringing extensive diplomatic and international co-operation experience to Ukraine’s recovery efforts. He is one of the pioneers of the first Ukraine Recovery Conference in Lugano 2022.

He is actively involved in shaping Ukraine’s long-term comprehensive recovery agenda, including the development of the infrastructure recovery strategy of Ukraine, with a focus on resilience, transparency, digital governance, energy security, and alignment with European standards.

Artem Rybchenko regularly represents Ukraine at international forums dedicated to reconstruction, infrastructure, investment, and regional co-operation, working closely with governments, international financial institutions, and development partners to advance sustainable recovery initiatives.
