Yosef Zinger

Adv. Yosef (Seffy) Zinger was appointed chairman of the Israel Securities Authority (ISA) by the Minister of Finance in August 2023.
Prior to his appointment, Adv. Zinger was a partner in the Corporate and Securities Department of the law firm, Herzog, Fox & Neeman, where a also the Insolvency and Restructuring practice and served on the firm's Diversity Committee. 

During 2011-2018 Zinger served in various positions at the Ministry of justice, including Supervisor of Special Affairs in the Department of Management and Special Affairs within the Office of Legal Counsel and Legislative Affairs under the Deputy Attorney General; and was in charge of debt restructuring, insolvency and taxation in the Office of Legal Counsel and Legislative Affairs, where he led the legislation of the Insolvency and Rehabilitation Law, 5778 – 2018.

Adv. Zinger participated on several public committees, including: the Securitization Committee; the Inter-ministerial Steering Committee for Israel Business Environment Improvement; coordinator of the Committee to Examine the Regulation of Currency Service Providers, the findings of which provide the foundation for the regulation of credit and currency services in Israel; legal accompaniment to the team examining the reduction of the use of cash in Israel and to the committee examining the reform of taxation of of wallet companies.
